Was fooling round with some conductors and found this? I think we can all agree on the theorie that there are certain radii on which the outter path is shorter, at least for SPRK. And yes SRANGE (Sorry for bad English, I am German SCHNITZEL XD)

also that explains why the other moves faster, the outside ring is thinner than the inside one there, so sometimes the inside one moves two left and one down while the outside can only move one left and one down. Things like this happen at the four corners, nears the top/bottom/sides they both move the same speed.

it really isn't that strange or complicated, Spark can only travel to other peices of metal 2 spaces away in a square shape (except it can't travel diagonally two spaces in both directions). The way this metal is set up is just not helping it move, the inside one is too thin and sometimes the spark gets stuck only moving one space left and one down, while the outside one can move two left and one down.
