Decimated by a plague, the once beautiful and prosperous ice-town of Anchorage, famous for its Scabious engines and the largest drive-wheel on the ice, is inhabited only by its young margravine Freya Rasmussen and just enough survivors to keep it moving.

I wouldn't call it steampunk as such.. but it's closer to that than anything else. i think it deserves its own genre "Traction punk" or something like that. steampunk meets diesel punk meets The Lorf of the Rings.

And then we are left with the world we see in the books. It's the Traction-era, everyone in the trading business flies everywhere in airships (no heavier-than-air has been invented yet) and historians dig up massively advanced old-tech from the 60 minute war, such as Stalkers (human corpses scooped out and filled with preservation equipment and given mechanical nervous, muscular and skeletal systems, using their brain to power an unstoppable robotic humanoid killing machine).

I'm not into steampunk (not even enough to tell if this can be classified as steampunk), but that still sounds pretty cool. Like mad max upscaled. Also, you type fast.

The system of Municipal Darwinisom came to be; larger more powerful cities would eat smaller slower towns and cannibalise their materials and resources, selling their inhabitants as slaves on the trading market. Their lighter-than-air technology far surpassed anything we have developed in our brief experimentation ending with the Hindenburg and became the primary mode of travel between cities.

they began to farm food onboard the towns and develop social heirarchies and trading systems. the great under tiers stopped being places to live and became the GUTs of the towns where they dismantled the other towns they had eaten and kept their vast engines
