If you can ignore the huge amounts of radiation, supercyclones, megatsnunamis, earthquakes and meteor impacts this planet is actually quite habitable. Seeing this great opportunity the Dreii have started a colony on this planet.

...stable structure that doesn't break while you are creating it. You might need to experiment with quantum properties of neutrons a bit so that you have enough to create the structure with, start researching faster, smaller quantum manipulation tools and also start building a lot more computers, designing the structure for even a small bit of neutronium could take a while with what you have.

As for the neutronium, we did know more about it, but there are so many details that we weren't given that information. I assume you want to know how to recreate it. If so, you will need a LOT of computers, the idea is that you get some normal unrefined neutronium, keep it contained very well (even tiny amounts can destroy planets) then modify the neutrons in it's structure so that you create a...

Some coolant vessels would be useful, we didn't know how difficult terraforming the planet would be until the probe returned, we have had to delay the launch of the colony ship because of this.

The sample of the strange neutronium arrives, and the tacterians tell the dreii the details that they found in it, They also tell them about its exact coordinates, and ask what the hell it is.

Wraaj will soon be in the star's habitable zone, and we will assist it's natural cooling until it's temperature is stable. Most other aspects (Atmosphere, radiation, etc) will not be as much of a problem as the temperature.

Dreii: Our Dyson shell needs a large star to compensate for it's inefficiency, that star was the best choice we had, and the planets were completely down to luck. We chose Wraaj because it was the closest to the star, so we could make the shell as opaque as possible without making all the planets uninhabitable.
