The CIS respond and tell the E.U.P. that the restoration of this galaxy is the CIS's task, for they have caused it through conquest and conflict, but the do recognize and appreciate their concerns.

The now super advanced E.U.P. sends scouts ships to other galaxies, including this one.

The tacterians successfully build there new capital, and start sending out ships - Flooding from Molofy, Tacterian ships march to GSB, And begin taking the place over. Any resistance is eradicated, and anyone who wants to help is given some inter-galactic-cluster warp drives. Meanwhile those who are neutral, are left alone.

The tacterians send ships to the area, Designed not to kill, but to disarm. They are armed only by EMP cannons. And are really strong. The EMP's start disarming most of the CIS's ships, But not quite killing them, They go and make all combat ships incapable, but other ships that are not combat are perfectly fine.
