The alternative to the hydrogen bombs was operation downfall, which would've killed way more civilians. The bombings were the lesser evil.

There are no innocent civilians. It is their government and you are fighting a people, you are not trying to fight an armed force anymore. So it doesn't bother me so much to be killing the so-called innocent bystanders.

Maybe i could make it so the bomb releases photons that would simulate the heat wave from the light. Problem is photons don't move at the speed of light in TPT so it wouldn't be realistic

Actually, death by several-thousand degree air and extreme overpressure (which would rupture your lungs and other organs) would be pretty damn fast. Unless you're far enough away to be affected by the light & radiation, but not the blast. Then you're in deep shit.

Victims of the blast would stumble around for hours with Third-Degree burns and skin hanging from their arms. I wouldn't wish that fate for anyone regardless of what their country did.
