    Create an organised research group under the name of "Soviet Potato Research" aka SPR. Have all the researchers join this group. Have them seek for more researchers.

    Train 500 more troops and move them to the city and food farm near the Shaggoths. Have them prepare for an invasion should there be one.

    I also continue expanding North and establishing cities, troop factories (have them be forts) and state owned food factories

    Fortify the nearby city and food farm with the best defences we have. Have our entire research team research how to easily kill these Shaggoths. Tell everyone in our empire that we are offering a large sum of money to anyone who can solve the crisis.

    Have the entire army sorround the Shaggoth's infected area and build fortifications behind the army. Once the fortifications are done, have the army go behind them. Make sure the Shaggoth's don't spread to any more areas.

    Wait until nightfall to place the traps. Also have the soldiers use their new training to help them avoid detection

    NuttyMcNuttzz Good idea, your enrollment fees have been proportionalized. This still keeps the ability to aducate everyone, while also ensuring the system isn't draining money.

    Then perhaps have a fee that depends on the wealth of the citizens. The poorer pay less and the middle class pay more(but still a low fee)

    The Zealandian capital is kept afloat by an ancient crystal that was created by the same people who left behind the druid-like structures in the north. An Ethereal crystal, able to suspend objects and entities proportionally to its size. A 1/1 inch crystal can render an entire 30/30 ft house airborne. The capital of Zealandia is kept afloat by a crystal weighing over 2 tons.
