@DoggoTheKing The ESSR's citizens need to be protected. Any NOTA member country can't mass kill citizens by accident or any mega powerful weapon. There is one reason you can kill citizens and that is when they rebel and want to keep the ESSR alive. This applies to every future war and battle untill it changes.
