  use iron for casting moulds of complex objects, retain the stone ones for bulk objects (like metal bars). make concrete and produce it in bulk. cast concrete into bricks for easy storage, stockpile these for constructing the road.

  begin the construction of a single large road (wide enough to fit four carts side by side) along the western lake shore, this road shall start at the capital and loop around the entire lake when finished. the road itself shall be paved along it's entire length by rough bricks of cut stone or concrete. the workers constructing it should be well paid. tempory camps should be established at the head of road construction, used to house workers and supplies.

  Research paper, and if already obtained, make it finer. Domesticate rideable animals and use the fastest and the ones with the most endurance for messengers. Search for animals that can make ink for this paper. mine for metals to make bronze, and for valuable metals to strengthen the economy. Set up markets to boost the economy as well.

  Build wheels and put them and carts. Research forges and find ways to make them hotter, so more alloys can be made. Make glass in these forges and install them on the houses of whoever can afford them. Set up a democracy with free elections, and do everything in our power to make sure everyone can vote and the votes are not tampered with. This should help maintain stability. Research iron armor for soldiers, and long range solider armor (lightweight, full body moisture suits with iron plates)

  Research bows, and continue this research onto crossbows. Mine for iron and require all males to be in a sort of selective service. Set up farms and basic plumbing. Build quarries and expand along the sea and ocean. Domesticate animals for food and clothing, and find which ones have hair which can be used for clothing. grow plants that can be used for such purposes like cotton. Use the plant's nonwicking properties to make moisture suits that allow one to go longer without remoisturizing.
