It is the IMC, Inactive Movement Cycle. Inactive people get demoted to the Pre-Officer ranks, usually Upper Recruit. People who also say that they will be going on a hiatus lasting longer than 3 months, or just wont be active anymore, are demoted to this position as well.
You're thinking of the Inactive Removement Cycle we used to do. I just find this one a bit more convenient in case someone decides to be active agian later on.
