I managed to find a bomb with a similar After affect but not the bomb you found

Was browsing random tags, saw something cool, opened author's creations list, launched this creation, copied on first site when unpaused it, because was genuinely surprised how good it is, gone through many city creations to test it for half an hour, forgot to check author's nickname. Something this silly, yes.

also the life value is 0 so it won't disappear, and (BrowningMG) the ctype plays no role.

Neut and nuke possibly, no clue about name.

its just extremely layered neut with vx and vy set to 0, and the temp set to 9999

Do you have any idea what the creators name might be or the tags used on the creation?

It is not NEUT, use degub option (D on keyboard) and move cursor to NEUT inside nuke. It is NEUT (PHOT). Simple NEUT will dissipate imidiately, this NEUT (PHOT) stay as a cloud, emitting massive heat and pressure. Have no idea how it was made though.
