the molten tintanium hits the other fuel rod, that is being cooled like all the other rods under the one that likes melting, immediatly cools down and starts cooling the upper rod. Simple. Seems like nature is helping it not to melt. -

When the water in the core boils, it creates pressure and the pressure makes the top fuel rod heat up really fast, so fast that even with the cooling on it will keep heating up.
