The downvotes on your saves also aren't by people that appear to be haters. It's probably because they think the saves could be better, but aren't giving proper feedback. I don't think they have malicious intent.
If you were being botted, we would usually notice. There isn't any single person with multiple accounts downvoting your saves. There is one person that downvoted a few. My advice would be to not mention votes, and just upload like normal, and they will eventually go away.
