In this world, France never sold Louisiana to the U.S in 1803, so America never expanded westward. but who said they could only go west.... This is not 100% accurate.

    they must also have vastly different cultures depending on their similarities with homo sapiens

    make a universe where all extinct species of humanity live on, so the neandertals have evolved to be a millitaristic species, while homo sapiens became more intellegent in defenses due to the neanderthals. Other human species basically make room in other parts of the earth.
