The version system has a major/minor number
36.6: The first number being the major version (changes when new elements and major features are introduced) and the second number is the minor version, which changes when small features are added and bugs are fixed.
Updating isn't hard, it's done for you. If I waited until there were major changed, people would be unhappy that bugs weren't getting fixed quickly, especially when they cause crashes.
